Automating WhatsApp Business with AI: What's Allowed in 2026
WhatsApp Business and AI in 2026: what the free app can do, what the API requires, Meta's rule on AI chatbots and the new per-message pricing.
Published on 20 October 2026. This article covers rules and prices that change often: we will update it whenever Meta announces a change.
Yes, you can automate WhatsApp Business with AI in 2026, on one condition: the assistant must serve your own customers, not act as a general-purpose chatbot. The free app only offers simple automatic replies. For an AI to genuinely answer, qualify and hand over, you need the WhatsApp Business API, whose pricing changed on 1 October 2026.
Here is what each option allows, what Meta's rule changes in practice, what it costs, and a five-step method to set up an assistant that helps your customers without annoying them.
Transparency: HelloDesk, the publisher of this article, develops an AI assistant that answers on WhatsApp among other channels. We cite Meta's official sources below so you can check everything.
Can you automate WhatsApp Business?
Yes, at two levels. The free WhatsApp Business app automates fixed replies: greeting message, away message, quick replies. The WhatsApp Business API (Meta's "WhatsApp Business Platform") lets you connect a real AI assistant that understands a question and answers it from your own information. The right choice depends on your message volume and the level of response you expect.
The starting point is almost always the same: messages arriving in the evening, at the weekend or in the middle of a busy shift, and prospects contacting several businesses at once. The first one to answer properly often has the edge. A study published in the Harvard Business Review in 2011 already showed that most companies do not respond fast enough to their online leads.
What can the free WhatsApp Business app do?
The WhatsApp Business app is free to download and includes a few basic automation tools. It is enough for a small business that receives few messages, but it does not "understand" anything: it sends texts you wrote in advance, triggered by simple rules.
In practice, Meta lists these built-in tools:
- Greeting message, sent automatically so whoever writes to you gets an immediate reply.
- Away message, which can be scheduled always, during a custom time slot or outside your business hours, with targeting by type of contact.
- Quick replies: pre-written answers to the most common questions, sent with a shortcut.
- Labels to sort conversations and follow up with the right people.
- Catalogue to present your products or services.
The limit shows up quickly. An away message does not answer "Do you have a table for 4 on Saturday evening?". It promises a reply later. And a quick reply still requires a human to read the message, pick the right template and send it.
WhatsApp Business app or API: what is the difference?
The app is designed for a person to reply from their phone. The API is designed for software to send and receive messages: it is what lets you connect an AI assistant, a shared inbox or a CRM. The API can be connected directly or, more often, through a provider approved by Meta, and it is charged per message.
For a long time, you had to choose one or the other for a given number. That is no longer the case: Meta now offers coexistence, which keeps the same number active on both the app and the API, with synchronised history. Several app features are then no longer supported on that number, including broadcast lists, quick replies, labels and the catalogue. Worth knowing before you switch.
Another rule to know on the API side: when a customer writes to you, a 24-hour customer service window opens. During those 24 hours, you can reply freely. Outside it, only pre-approved message templates can be sent (Meta documentation). A well-designed AI assistant therefore replies while the window is open, in other words straight away.
What does Meta's rule on AI chatbots say since January 2026?
Since 15 January 2026, the WhatsApp Business API terms prohibit AI providers from distributing general-purpose assistants on it when the AI is the product itself. However, a business that uses AI to serve its own customers is still allowed: Meta gave the example of a travel company running a customer service bot, according to TechCrunch.
In practice, this rule removed assistants such as those from OpenAI, Perplexity and Microsoft from WhatsApp. For a restaurant, a hotel or an estate agency, nothing is banned: an assistant that answers about your opening hours, prices or availability is exactly the use Meta wants to keep.
What remains unclear is the boundary. Meta reserves the right to decide on its own what counts as an "AI provider". The rule to follow is simple: your WhatsApp assistant should talk about your business, not about everything and anything.

How much does the WhatsApp Business API cost in 2026?
Meta has charged per delivered message since 1 July 2025, depending on the message category and the country. Messages your customers send you are not charged. The most recent change concerns replies: since 1 October 2026, service messages are charged beyond a free tier of 1,000 messages per month per number.
The categories to know:
- Marketing: promotions, sales follow-ups. Always charged.
- Utility: confirmations, appointment reminders. Charged, including in reply to a customer since 1 October 2026.
- Authentication: login codes. Charged.
- Service: your free-form replies within the 24-hour window. Free up to 1,000 messages per month per number, then charged at the same rate as utility.
One useful exception: when a customer writes to you from a "Click to WhatsApp" ad and you reply within the window, Meta opens a period of up to 7 days during which your messages are not charged.
Meta also offers its own AI agent, Meta Business Agent, charged since 1 August 2026 by the volume of text processed: 2 dollars per million tokens, or roughly 4 to 5 cents per message according to Meta's documentation.
How to set up an AI assistant on WhatsApp in 5 steps
A useful AI assistant on WhatsApp is not just a language model plugged in. It relies on your information, asks the right questions and knows when to hand over. Here is a method you can apply, with or without a provider.
- List your 20 most frequent questions. Scroll through last month's conversations and note what keeps coming up: opening hours, prices, availability, lead times, cancellation terms. That is your starting scope.
- Write a short, dated knowledge base. One clear answer per question, with the exact figures. Keep it in a document you update: the assistant will never be more accurate than that document.
- Define what must go to a human. Complaints, large quote requests, unhappy customers, out-of-scope questions: write these cases down in black and white. The assistant must pass them on with the context, not improvise.
- Set your qualification questions. For each type of request, the 2 or 3 pieces of information that make a serious prospect: date, number of people, budget, volume. The assistant gathers them as the conversation goes, with no form.
- Review the conversations every week for a month. Spot imprecise answers, complete the knowledge base, adjust the hand-over rules. This running-in period is what makes a good assistant.
A good WhatsApp assistant does not replace your team: it saves the conversations that deserve their time.
Small business or larger company: what changes
For a small business, the goal is to stop missing messages without spending your evenings on them. The free app and its away messages are enough while volume stays low. Once the same questions come up every day, an AI assistant via the API saves time, and the free tier of 1,000 service messages per month covers a good share of small businesses.
For a larger company, the challenge is coordination: several people reply, across several channels. WhatsApp is then just one entry point among others, alongside Instagram, Messenger, website chat and email. The benefit of an inbox that brings all these channels together is that the assistant and the team work on the same history, with different permissions depending on roles.
Frequently asked questions
Is AI allowed on WhatsApp Business in 2026?
Yes, if it serves your own customers. Since 15 January 2026, Meta has banned general-purpose AI assistants on the WhatsApp Business API where the AI is the main product. An assistant that answers questions about your business, takes requests or qualifies prospects is still allowed: that is the customer service use Meta wants to preserve.
Can you put a chatbot on the free WhatsApp Business app?
No, not a chatbot that understands questions. The free app offers fixed automations: greeting message, scheduled away message and quick replies sent by hand. For an AI to read a message and answer based on its content, you need the WhatsApp Business API, usually through a provider.
How much does a message cost on the WhatsApp Business API?
The price depends on the country and the message category. Since 1 October 2026, each number has 1,000 free service messages per month, after which these replies are charged at the utility message rate. Marketing messages are always charged. Country rate cards are published on Meta's website.
Can you keep your WhatsApp Business number when moving to the API?
Yes. With coexistence, the same number can stay active on both the app and the API, with synchronised history. In return, some app features are no longer available on that number, such as broadcast lists, labels, quick replies and the catalogue.
What happens if a customer writes and you do not reply within 24 hours?
The customer service window closes. On the API, you can no longer send a free-form reply: only message templates approved by Meta, which are usually charged, remain possible. If the customer writes again, a new 24-hour window opens. Replying quickly is therefore also a matter of cost.
Can an AI assistant reply in the customer's language on WhatsApp?
Yes, it is one of the strengths of AI-based assistants compared with pre-written replies. The assistant detects the language of the message and replies in the same language, from the same knowledge base. This is useful for tourism businesses and international clienteles.
In short
The free app helps you keep your customers waiting politely. The API, with a well-scoped AI assistant, actually answers them, within the rules set by Meta. The right choice depends on your message volume and the time your team spends on it today.
